Removes the prohibition on the Department of Natural Resources promulgating additional rules under Part 3103 after December 31, 2006, allowing the department to continue making rules as necessary to carry out its duties.

Eliminates the subsection stating that rules promulgated before January 1, 2007 remain in effect unless rescinded, effectively allowing for modification or rescission of existing rules.

Makes technical language revisions including changing "the state" to "this state" and "shall" to "is" throughout the statute for clarity and modernization.

Updates the reference to the federal Water Pollution Control Act from USC 1251-1387 to USC 1251-1389 to reflect current federal law.

Maintains the Department's authority to protect water resources, control pollution of surface and underground waters, conduct surveys and studies, and enforce water pollution control measures.
