Amends Michigan's vital records law to allow new birth certificates to be issued when parentage is determined under the assisted reproduction and surrogacy parentage act, including judgments under sections 203 or 308 of that act.

Modifies section 2831 to establish procedures for creating new birth certificates based on assisted reproduction and surrogacy parentage determinations, with original certificates sealed from inspection except by court order.

Updates section 2832 to specify that when new birth certificates are established for assisted reproduction or surrogacy cases, the actual place and date of birth must be shown and original evidence is not subject to inspection except as provided by law or court order.

Establishes a $50.00 fee for applications to create new birth certificates following assisted reproduction and surrogacy parentage judgments, with a $25.00 expedited fee option under section 2891.

Takes effect 90 days after enactment and is contingent upon passage of HB 5207.
