Creates the office of mental health and suicide prevention within the Michigan veterans affairs agency, with a manager appointed by the agency director who has career experience in veteran mental health and substance use disorders.

Requires the office to collect and annually report data on veteran mental health issues including PTSD, traumatic brain injuries, substance use disorders, and suicide/suicidal ideation, with reports due by March 1 each year to the agency director and legislative committees.

Mandates creation and free distribution of a mental health and wellness resource guide including a self-assessment tool, mental health treatment resources, provider contact information, and symptoms checklist.

Authorizes the office to administer grants to local governments, nonprofits, and other entities for veteran mental health programs, and oversee the transition bridge program and interagency mental health agreements.

Designates the manager as the primary point of contact for servicemembers, veterans, and families regarding mental health resources and suicide prevention; data collected must exclude personally identifying information and is exempt from freedom of information requests.
