Requires the Department of Health and Human Services to enter into an interagency agreement with the Michigan Veterans Affairs Agency to conduct statewide outreach on mental health and substance use disorder support resources for service members, veterans, and their families.

Mandates development of educational resources and materials to help families identify changes in mental health conditions, including substance use disorders, among service members and veterans.

Establishes a program providing resources and support to families of service members and veterans for navigating mental health and substance use disorder issues.

Authorizes use of electronic or mobile platforms to connect veterans, service members, and their families to available services and resources.

Exempts individual service member and veteran information collected by the agencies from disclosure under the Michigan Freedom of Information Act; bill takes effect only if House Bills 5276, 5279, 5280, and 5720 are also enacted.
