Adds requirement for background investigation to determine if law enforcement applicants are members of hate groups, participate in hate group activities, or express hate publicly as part of character fitness evaluation for licensure under sections 9, 9b, 9c, and 9d.

Applies hate group membership screening to all law enforcement officers, Michigan tribal law enforcement officers, fire arson investigators, and private college security officers seeking state licensure.

Establishes that sustained allegations under the law enforcement accountability reform act constitute grounds for license revocation for all four categories of law enforcement officers.

Replaces gender-specific pronouns ("his or her") with gender-neutral language ("the individual's" or "the private college security officer's") throughout licensing and revocation procedures.

Bill is contingent on enactment of either Senate Bill (number not specified) or House Bill 5281 of the 102nd Legislature.
