Changes liability standard in Section 7(2)(c) from "the proximate cause" to "a proximate cause" when determining if gross negligence causes injury or damage.

Reorganizes and renumbers definitions in Section 1, moving "gross negligence" definition from Section 7 to Section 1 and relabeling subsections (c) through (i) as (d) through (j).

Adds specific citation to MISS DIG underground facility damage prevention and safety act (2013 PA 174, MCL 460.721 to 460.733) in Section 7(7).

Updates Section 7(4) to reference "department of health and human services" instead of "department of community health" regarding immunity for medical care in state-owned hospitals.
