Mandates courts forward name change orders to the Department of State Police central records division and relevant agencies (DOC, county sheriffs, family court) if the individual has a criminal record

Allows courts to order proceedings confidential with no publication if petitioner shows "good cause," with a presumption of good cause if petitioner or endangered individual is victim of assaultive crime, domestic violence, harassment, human trafficking, stalking, or seeks to affirm gender identity

Prohibits proof of arrest or prosecution requirement to establish good cause for confidentiality

Makes it a misdemeanor for court officers or employees to divulge confidential name change records beyond their duties; exempts such records from Freedom of Information Act disclosure
