Requires drivers on roadways with 2 or more lanes for travel in one direction to drive in the extreme right-hand lane available, except when lanes are occupied by streetcars or vehicles moving in continuous traffic flow, or when making a left turn or avoiding interference with streetcars.

Allows vehicles to travel in any lane on freeways with 3 or more lanes for travel in the same direction, but prohibits trucks over 10,000 pounds and tractor-trailers from using the leftmost lane except when making left turns, addressing special hazards, or when posted for construction/repair closures.

Establishes separate restrictions for freeways with construction closures reducing to only 2 usable lanes, requiring heavy trucks to use the rightmost lane with limited exceptions for left turns and safety hazards.

Prevents local governments (cities, villages, townships, or counties) from enacting ordinances that regulate lane usage requirements that conflict with state law provisions on truck lane restrictions.

Changes penalty classification from "person" to "individual" for violations of the traffic lane regulations, maintaining civil infraction status.
