Adds Krabbe disease to the list of conditions that health professionals must test newborn infants for at birth, joining nine existing screened conditions including phenylketonuria, galactosemia, hypothyroidism, and sickle cell anemia.

Renumbers the "other treatable but otherwise disabling conditions" category from subsection (i) to (j) to accommodate the addition of Krabbe disease.

Makes technical corrections throughout the statute including changing "shall" to "must," "good faith" to "good-faith," and updating references to the Detroit Consumer Price Index and Bureau of Labor Statistics to proper capitalization.

Updates federal regulatory citation references from the full "subpart A of part 46 of subchapter A of title 45 of the code of federal regulations" to the more concise "45 CFR 46.101 to 46.124" for blood specimen research requirements.

Takes effect 90 days after enactment into law.
