Doubles landfill and coal ash impoundment surcharges effective immediately: from 36 cents to 72 cents per ton for standard waste, and from 12 cents to 24 cents per ton for industrial waste materials.

Doubles annual surcharges for captive facility type III landfills based on waste volume, ranging from $500 to $6,000 per year depending on tonnage received.

Implements automatic surcharge adjustments beginning January 1, 2029, and every 5 years thereafter, based on cumulative Consumer Price Index changes rounded to the nearest cent for per-ton fees and nearest $10 for annual fees.

Directs surcharge revenue distribution: 75% to the solid waste staff account, with 25% going to a newly created host community grants fund for cities and townships hosting landfills and coal ash impoundments (100% to solid waste account if municipality has existing host community agreement).

Requires the Department of Environmental Quality to distribute host community grants annually by December 1, with each municipality receiving grants equal to surcharges collected from its landfills plus a proportionate share of additional fund revenue.
