Requires nonprofit health care corporations to assess mental health and substance use disorder provider applications and issue credentialing decisions within 60 calendar days of receiving a complete application, with an optional 15-day extension if the application involves sanctions, investigations, felony convictions, or revoked clinical privileges.

Mandates corporations send written notification within 10 business days if an application is incomplete, detailing all required information and providing the applicant's point of contact.

Requires corporations to load approved provider information into their payment system and provider directory immediately upon approval, and must reimburse providers for services rendered after the 60-day (or 45-day extended) deadline if the corporation failed to make a timely decision and the provider meets specified qualifications.

Establishes reimbursement rates for pending-credentialing providers at either the corporation's standard in-network rate or median rate for similarly-licensed providers, depending on whether the provider is independently practicing or employed by a contracted group.

Applies requirements to psychiatrists, psychologists, social workers, marriage and family therapists, licensed counselors, and behavior analysts, with provisions for both initial credentialing and recredentialing applications.
