Adds new subsection (5) to Section 13 of the Freedom of Information Act exempting inspector general investigation records from public disclosure for 2 years after the investigation commences or until the investigation closes or final report is issued, whichever is shorter.

Extends the exemption if the inspector general refers the investigation to another agency, with the exemption lasting until that agency closes its investigation, completes prosecution, or issues a final report.

Provides that if an agency refers the investigation back to the inspector general or additional investigative actions are needed, the 2-year exemption clock restarts from the date of referral back to the inspector general.

Defines "office of inspector general" as a public, independent oversight agency that investigates allegations of waste, abuse, fraud, or corruption related to government, government contractors, or governmental programs.

Corrects a cross-reference in subsection (1)(m) from "section 8(h)" to "section 8(1)(h)" of the Open Meetings Act.
