Reorganizes and clarifies the definition of "landlord" to include: (i) the owner, lessor, or sublessor of a rental unit or property, and (ii) any person authorized to manage the premises or act as a rental agent, including those receiving rent (excluding bona fide purchasers).

Expands the definition of "rental unit" to explicitly exclude residences temporarily occupied by a seller after the sale of that residence.

Reorders definitional sections by moving "rental agreement," "rental unit," "security deposit," "senior citizen housing," and "tenant" definitions to new subsections (b) through (f).

Modifies the "security deposit" definition by replacing "his or her" with "the landlord's" and clarifying language regarding lease options and cooperative housing association memberships.

Updates grammatical language throughout, including changing "who" to "that" and "pursuant to" to "under" for consistency in legal terminology.
