Allows licensed cosmetology schools to operate secondary school facilities at separate locations with department approval and licensure.

Secondary facilities must meet all cosmetology school requirements except cannot offer services to the public or contain public service equipment like hair-drying chairs or styling stations.

All training must be provided by licensed cosmetology instructors with at least 3 years' experience in the services offered.

Requires facilities to display their secondary school facility license and instructor licenses prominently and pass department inspection; license becomes void upon sale, ownership transfer, or relocation.

Department must promulgate implementing rules within 18 months; bill takes effect only if Senate Bill 1081 is also enacted.
