Amends definitions in the 1937 Act on travel aids for blind persons by replacing "person" with "individual" throughout and adding "metallic" as an acceptable cane color option alongside white.

Modifies cane definition to specify the white or metallic color requirement is "predominantly" applied, and updates walker definition to specify white color or white legs with or without red tip.

Creates tiered penalty structure for violating section 2(1): base misdemeanor offense with fine of not less than $100 and not more than $500, or imprisonment up to 90 days, or both.

Establishes enhanced misdemeanor penalty of up to 1 year imprisonment or fine up to $1,000 for violations that cause injury to a blind individual or their dog guide.

Establishes felony offense punishable by up to 15 years imprisonment or fine up to $7,500 for violations causing death of a blind individual or their dog guide.
