Establishes the "Homicide Victim's Family Rights Act" to create a system for reviewing and reinvestigating cold case homicides that occurred on or after January 1, 1970.

Allows immediate family members or legal representatives of victims to request a case file review by submitting a written application to law enforcement agencies, which must conduct the review within 14 business days.

Requires law enforcement agencies to develop written policies and rules within 90 days of the act's effective date, including complaint procedures, disciplinary sanctions, and designated administrative authority to oversee case file reviews.

Defines a cold case homicide as one committed more than 3 years prior, previously investigated, with all probative leads exhausted and no identified perpetrator.

Prohibits reinvestigation reviews for 5 years after a case is deemed not warranted or after a reinvestigation concludes without identifying leads or a perpetrator, unless newly discovered materially significant evidence emerges.
