Renames the "Good Jobs for Michigan" program to the "High-Wage Incentive for Regional Employment in (H.I.R.E.) Michigan" program and updates references throughout the statute.

Modifies job creation requirements by replacing "average annual wage" with "median annual wage" and restructures eligible business categories to include businesses creating 25+ jobs at 150% of prosperity region median wage.

Removes the "primary supplier" definition and associated provisions allowing certified new jobs to include supplier employees, and eliminates the requirement that suppliers create minimum 25 new jobs.

Adds new requirements for authorized businesses to provide detailed hiring and training plans, coordinate with local workforce development agencies including Michigan Works agencies, and support community enhancement and workforce investment goals.

Establishes timelines for authorized businesses to begin construction (3 years), complete first hire (2-3 years depending on construction requirement), and create certified jobs (3 years after first hire), with fund discretion to extend deadlines for good cause; retains $200,000,000 annual withholding tax capture revenue cap with 5% retention for administrative and evaluation expenses.
