Transfers administrative authority for the Broadband Expansion Act of Michigan from the Department of Technology, Management, and Budget to the Department of Labor and Economic Opportunity

Maintains existing definitions for broadband service (minimum 25 megabits per second download, 3 megabits per second upload), internet service providers, and unserved areas under the 2020 Broadband Expansion Act

Defines "deployed" to mean a provider either currently offers qualifying broadband service in the area or can activate service within 30 days (60 days if permits required) without extraordinary costs or construction charges exceeding standard activation fees

Establishes that "unserved areas" include census blocks, Federal Communications Commission broadband map designated areas, or areas delineated by the Department of Labor and Economic Opportunity lacking access to broadband service from at least one internet service provider
