Requires Medicaid managed care organizations to ensure accessible, quality health care for individuals with sickle cell disease effective in fiscal year 2025 contract year.

Mandates implementation of sickle cell disease quality strategies including: identification of affected members within 90 days of enrollment, adequate specialty provider networks, care coordination supports, and provider training on sickle cell disease management and emergency warning signs.

Requires quarterly reporting of unduplicated counts of sickle cell disease patients enrolled in each plan, with reports published on the department website.

Directs the department to contract with a publicly funded university by January 1, 2025 to develop a comprehensive assessment tool for sickle cell disease screening and care management.

Establishes performance measures by fiscal year 2026 for access to care, treatment engagement, and health outcomes with annual reporting requirements and incentive payments tied to measure performance; department must provide annual reports to legislature and develop transition plans for adolescents aging out of Medicaid coverage.
