Repeals Part 222 (certificate of need program) of the Public Health Code, eliminating the requirement for health facilities to obtain certificates of need for capital projects.

Removes references to certificate of need requirements from construction permit provisions, allowing health facilities to proceed with construction projects meeting the $1,000,000 threshold without CON approval.

Eliminates certificate of need-related fees and assessments that were previously charged to health facilities, effective October 1, 2027.

Removes the certificate of need ombudsman position and related advocacy responsibilities from the Center for Rural Health duties under Section 2612.

Makes conforming changes to hospital temporary delicensure provisions and rural community hospital regulations by removing references to certificate of need demonstrations of need and related part 222 requirements.
