Removes the exemption from administrative rulemaking for certificate of need commission items (previously section 7(m)), eliminating requirements to publish related medical equipment designations, review standards, and data reporting criteria in the Michigan Register.

Renumbers subsequent exemptions in section 7 from (m) through (s) to (m) through (r) to account for the deletion of the certificate of need exemption.

Updates references throughout sections 8 and 28 to reflect the renumbered exemptions, specifically changing citations from section 7(p), 7(q), and 7(r) to 7(o), 7(p), and 7(q).

Makes grammatical and stylistic changes, replacing "shall" with "must" and "at least" with "not less than" throughout the act for consistency.

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 5477 (a companion bill addressing public health code amendments).
