Removes requirement that government-operated health care facilities meet statutory certificate of need standards to qualify for participation and reimbursement from health care corporations.

Updates statutory references to the Joint Commission (formerly Joint Commission on Accreditation of Healthcare Organizations) and corrects MCL citations for hospice care licensing and dental practice regulations.

Changes mandatory language throughout the statute from "shall" to "must" or "is" for consistency, and clarifies that health care corporations cannot restrict provider treatment methods except for overutilized services.

Modifies coordination of benefits provisions to reference MCL 550.251 to 550.254 instead of 550.251 to 550.255.

Enactment is contingent on passage of either Senate Bill No. ____ or House Bill No. 5477 of the 102nd Legislature.
