Appropriates $17.77 billion from the state school aid fund plus $78.8 million from the general fund for fiscal year 2024-2025 public K-12 education and related state purposes.

Allocates $150 million from the state school aid fund and $1.5 million from the general fund for 2024-2025 to districts, intermediate districts, nonpublic schools, and Michigan Schools for the Deaf and Blind for student mental health improvements and student safety initiatives.

Authorizes allowable expenditures for mental health staff (psychologists, social workers, counselors, nurses), safety infrastructure (cameras, door blocks, hardened vestibules), school resource officers, threat assessment training, and firearms detection software.

Creates a new $1 million allocation for 2024-2025 to establish a tip line allowing students to anonymously report improperly stored firearms accessible to minors, with the department developing and distributing related educational materials.

Takes effect October 1, 2024, with funding intended to decline after 2024-2025 for mental health support staff positions.
