Adds reporting requirements for an insulin production program (chapter 8F) to the Michigan Strategic Fund's annual activities report, including private sector contractor names, grant amounts, facility locations, insulin types and production amounts, retail prices, and sales percentages to and within Michigan.

Requires reporting on temporary private sector contractors selected to provide insulin to Michigan under section 90x, including contractor names and quantities of insulin purchased.

Makes minor technical corrections by replacing "shall" with "must" throughout section 9 and adjusting prepositions ("in" to "by", "at least" to "not less than", "that" to "of which") for grammatical clarity.

Changes the annual report deadline and transmission requirements to clarify it must be transmitted no later than April 10 each year to members of the legislature, the governor, and fiscal agencies.

Effective only upon enactment of House Bill No. 4890 and Senate Bill No. ____ or House Bill No. ____ (request no. 03406'23).
