Prohibits electric utilities and natural gas utilities, along with their connected committees, 501(c)(4) organizations, 527 organizations, and separate segregated funds, from making donations or contributions to candidates, political parties, political committees, independent committees, or separate segregated funds.

Prohibits utility-connected organizations from contributing to 501(c)(4) or 527 organizations controlled by or employing state candidates, elected officials, appointed officials, former elected officials, or their affiliates, or in which these individuals sit on the board.

Defines "connected to" an electric or natural gas utility as being organized by utility officers, employees, contract employees, staff members, or their family members.

Establishes a civil fine of up to 10 times the amount of any unlawful contribution, enforceable by the attorney general.

Defines key terms including "affiliate" (family members, employees, contract employees, or staff), "family member" (spouse, children, parents, siblings, nieces, nephews, and their spouses), and specifies that "former elected state official" applies to individuals who held office within the previous 2 years.
