Creates liability for any person who causes injury or death to a service animal, whether through their own conduct or through an animal they own.

Allows service animal owners to recover noneconomic damages including mental anguish, fright, shock, and loss of companionship.

Permits recovery of economic damages such as the animal's value, equipment costs, veterinary and care expenses, retraining costs, and full replacement costs including locating and transporting a new animal.

Authorizes punitive damages if the liable person's conduct was intentional or reckless, plus attorney fees and actual costs.

Applies regardless of whether the conduct causing injury was intentional, reckless, or negligent, and does not limit other available legal remedies.
