Adds new section 3(5) prohibiting the governor from using emergency powers to prohibit, suspend, or limit church and religious organization operations for worship services during declared disasters or emergencies.

Modifies section 5(j) to clarify that the governor's authority to direct necessary actions during emergencies is subject to the church worship protection in section 3(5).

Makes technical corrections to statutory language including replacing "he or she" with "the governor" and updating procedural terms ("shall" to "must," "when" to "if," "pursuant to" to "under").

Adds "and homeland security" to references of the emergency management division for filing emergency declarations with the department and secretary of state.

Maintains existing 28-day limit on disaster and emergency declarations, requiring legislative approval by resolution of both houses for any extensions.
