Prohibits the director of public health and local health officers from issuing emergency orders that prohibit, suspend, or limit church or religious organization worship services during epidemics.

Allows emergency orders to restrict visitation to qualified health care facilities for the first 30 days of an epidemic declaration, after which patient representatives must be permitted to visit patients with cognitive impairment.

Permits reasonable safety measures during patient visitation after 30 days, including prescreening, testing, visit duration limits, and visit scheduling requirements.

Applies restrictions to health facilities, assisted living facilities, and physician offices, with patient representatives defined as family members, patient advocates, or individuals with power of attorney authority.

Amends sections 2253 and 2453 of the Public Health Code (MCL 333.2253 and 333.2453) to add protections for religious worship and ensure visitation rights for cognitively impaired patients during extended epidemic responses.
