Establishes the "Religious Services Maintenance Act" to provide legal remedies when emergency orders prohibit, suspend, or limit worship services by churches or religious organizations.

Allows churches or religious organizations to sue the governor, director, or local health officer for equitable or declaratory relief to prevent enforcement of emergency orders affecting worship services.

Requires courts to award prevailing churches or religious organizations both compensatory damages and actual attorney fees and costs in addition to any equitable or declaratory relief.

Mandates trial courts render decisions within 14 days of filing and appellate courts render decisions within 14 days of appeal filing.

Prohibits appellate courts from staying court orders or judgments in these cases pending appeal or during the appeal process.
