Adds Russia as a state sponsor of terror effective 12 months after the bill's enactment date, alongside countries designated by the U.S. Secretary of State.

Expands the definition of "state sponsor of terror" in the Divestment from Terror Act to include Russia beginning on the effective date of this amendatory act.

Requires the Department of Treasury to make recommendations to the legislature within 9 months following the determination or addition of any country as a state sponsor of terror regarding statutory improvements and any date extensions.

Makes technical corrections to grammar and citation references, including updating the state police retirement act citation from MCL 38.1675 to MCL 38.1674 and correcting "state employees" to "state employees'".

Applies the state's divestment requirements to companies with active business operations involving Russia, including contracts, supplies, services, equity shares, or investments meeting specified financial thresholds, with humanitarian aid providers exempted.
