Adds definition of "gross negligence" to mean conduct so reckless as to demonstrate a substantial lack of concern for whether an injury results.

Creates new liability for school districts for deaths or serious personal injuries on school property caused by gross negligence of school district officers, employees, or volunteers.

Establishes that school district officers, employees, and volunteers can be held liable for failing to report threats of injury or concerning conduct that indicates a student or former student (under age 22) may present a risk of death or serious injury.

Requires that reported threats must amount to "fighting words" or incitement to violence and be supported by credible evidence, not just hearsay, and may include tangible evidence like drawings or social media posts.

Carves out school district liability from governmental immunity provisions by specifying that immunity protections do not apply to school district officers, employees, or volunteers for deaths or serious personal injuries under the new section 6b.
