School districts, intermediate school districts, public school academies, and nonpublic schools must establish a behavior threat assessment and management team at each school by October 1, 2026.

Each team must include a school administrator, a mental health professional, and a school resource officer or local law enforcement official, with the administrator responsible for ensuring team duties are fulfilled.

Teams must define concerning behavior, monitor and assess threats, distinguish between credible and noncredible threats, develop reporting mechanisms, outline law enforcement coordination procedures, and create written support plans for students engaging in concerning behavior that consider both supportive and punitive measures.

The Department of State Police, in collaboration with the Office of School Safety, must develop and provide annual training materials including a U.S. Secret Service operational guide and model threat assessment forms, with training available upon request to school employees.

Effective date is April 2, 2025.
