Requires members of the board of state canvassers to be qualified and registered electors of Michigan and take the constitutional oath of office.

Prohibits individuals convicted of election-related offenses from serving on the board of state canvassers or boards of county canvassers.

Defines "election-related offense" to include perjury on voter affidavits, election fraud violations (MCL 168 sections 720j, 727, 759, 761, 765a, 808, 848, 873, 887, 931-933a, 933e), and violations of federal voting rights laws (18 USC 241-242, 52 USC 10307, 52 USC 20511).

Prohibits individuals holding elective public office from serving on boards of county canvassers, and requires the office to be vacated if a member becomes a candidate for elective office.
