Adds hookah lounges as a new category exempt from Michigan's smoking prohibition, allowing them to permit smoking on premises if they meet specified requirements.

Requires hookah lounges to file affidavits with the department within 30 days of the bill's effective date and annually on January 31, certifying they were tobacco specialty retail stores exempt from smoking prohibition on the effective date.

Establishes that hookah lounges must be physically separated from nonsmoking areas, prohibit entry to individuals under 21 years old, and cannot simultaneously claim exemption as both a hookah lounge and tobacco specialty retail store.

Allows cigar bars and hookah lounges that meet requirements to obtain liquor licenses, food licenses, and restaurant licenses in addition to their smoking exemptions.

Bill becomes effective only if Senate Bill No. ____ or House Bill No. 5554 is enacted into law.
