Adds housing diversity as a required consideration in master plans, requiring plans to address "a range of housing types, costs, affordability, attainability, ages, and other characteristics, including single- and multiple-family dwellings" to serve diverse populations.

Requires master plans to include an assessment of the community's existing and forecasted housing demands along with strategies and policies for addressing those demands.

Clarifies that master plan transportation elements must accommodate all legal users of public rights-of-way, including pedestrians, bicyclists, and other modes beyond motor vehicles.

Modifies planning commission membership requirements to ensure representation of major community interests including housing, commerce, agriculture, and other key sectors.

Effective 91 days after final adjournment of the 2024 Regular Session; approved by Governor on November 13, 2024.
