Removes the March 1, 2014 effective date restriction and allows active members of the military to obtain hunting and fishing licenses without lottery requirements at no cost upon presentation of military documentation verifying station outside Michigan.

Adds new provision allowing first responders (emergency medical services personnel and firefighters) to obtain hunting and fishing licenses without lottery requirements at no cost upon presentation of system maintenance of knowledge and education number or proof of licensure.

Defines "active member of the military" to include individuals described in section 43506(3)(d) and reserve component personnel called to federal active duty who were Michigan residents and maintain state residency for driver license or voter registration purposes.

Defines "first responder" as emergency medical services personnel as defined in the Public Health Code and firefighters as defined in the Fire Prevention Code.

Bill takes effect only if House Bill 5559 and House Bill 5560 are also enacted into law.
