Department must submit report to governor and legislature by December 1, 2024 on use of environmental product declarations to measure climate impact of concrete, steel, glass, wood, and polyvinyl chloride procured by the state.

Report must address performance incentives to encourage manufacturers to adopt low-carbon materials for state-funded projects and expedited evaluation protocols for low-carbon material approval.

Report must examine compliance methods including maximum material content specifications and specifications based on global warming potential.

Department shall consider environmental and health/safety impacts and consult with industry standard-setting associations, contractors, and subcontractors while preparing the report.

Section automatically repeals effective May 1, 2025.
