Amends the process for new political parties to qualify for ballot access by allowing the board of state canvassers to use statistical random sampling methodology to verify petition signatures and form requirements.

Requires new parties to file petitions with signatures from registered electors equal to at least 1% of votes cast for governor at the last gubernatorial election, with signatures from at least 100 electors in half of Michigan's congressional districts, obtained within 180 days before filing.

Petition filing deadline remains 4 p.m. on the 110th day before the general November election, with the board of state canvassers declaring petition sufficiency or insufficiency no later than 60 days before the election.

Maintains criminal penalties for petition violations, including misdemeanor charges for signing multiple petitions or making false statements (up to $500 fine or 93 days imprisonment) and felony charges for signing with a false name or signing as a circulator without authorization.

Becomes effective only if House Bills 5571, 5572, and 5573 of the 102nd Legislature are also enacted into law.
