Exempts specially designated distributor licenses from population-based quota requirements if the licensed establishment has at least 25,000 square feet of sales floor area and allocates at least 25% of retail space to selling unprocessed meat/poultry, fresh fruit, fresh vegetables, and dairy products.

Prohibits transfer of specially designated distributor licenses issued to applicants meeting the 25,000 square foot and product sales requirements to another location.

Renumbers subsection (14) to (15) for population determination by federal census or other specified census methods.

Maintains existing quota exemptions for specially designated merchant licenses held by certain license types (Class C, Class A/B hotels, clubs, taverns, Class G-1/G-2 licensees) and establishments with at least 20,000 square feet and 20% food sales, or pharmacies.

Preserves restrictions on marina specially designated merchant licenses to ensure they can only be issued under section 539 if maintaining motor vehicle fuel pumps.
