Reorganizes and clarifies definitions in Michigan's lobbying law by establishing separate definitions for "governmental body," "influencing," and "legislative action" in the statute.

Expands the definition of "official in the executive branch" to include new positions such as directors of the Michigan Department of Lifelong Education, Advancement, and Potential, and members of the Michigan Independent Citizens Redistricting Commission.

Reassigns certain agencies and their officials under reorganized state departments, including moving agriculture commission members to the Department of Agriculture and Rural Development and updating references to the Department of Labor and Economic Opportunity.

Adds "legislative staff" to the definition of "official in the legislative branch" to clarify which legislative employees are subject to lobbying regulations.

Removes outdated references to dissolved agencies and commissions while clarifying that "representative of the lobbyist" includes employees, certain members of membership organizations, and individuals reimbursed for lobbying-related expenses.
