Establishes limits on de minimis gifts: single items not exceeding $20.00 in fair market value, and aggregate items not exceeding $80.00 in any 3-month period.

Clarifies existing gift exceptions including campaign contributions, standard business loans, family gifts, meals for immediate consumption, and contributions to registered legal defense funds for elected officials.
