Adds new offense variable category for companion animals treated with sadism, torture, excessive brutality, or similarly egregious conduct, scoring 25 points.

Maintains 50-point score for victims treated with sadism, torture, excessive brutality, or similarly egregious conduct designed to substantially increase fear and anxiety.

Scores 0 points when no victim or companion animal was subjected to sadism, torture, excessive brutality, or similarly egregious conduct.

Expands sentencing guidelines to require assigning points for each person or companion animal placed in danger of injury or loss of life.

Defines "sadism" to include conduct subjecting a victim or companion animal to extreme or prolonged pain or humiliation inflicted to produce suffering or for the offender's gratification; takes effect only if House Bills 5588 and 5592 are enacted.
