Adds companion animals to Michigan's sentencing guidelines offense variable 9 (number of victims), creating new scoring categories for crimes involving animals.

Awards 50 points if multiple companion animals were killed, 15 points if 10 or more companion animals were placed in danger of physical injury or death, and 5 points if 2 to 9 companion animals were placed in danger.

Renumbers existing victim categories from (b)-(d) to (c)-(g) to accommodate new animal-related provisions while maintaining the 100-point score for multiple deaths in homicide cases.

Changes language in subsection (2)(a) to assign points for "each person or companion animal" placed in danger of physical injury or loss of life or property, rather than counting each as a separate victim.

Makes the effective date contingent upon enactment of either Senate Bill or House Bill 5588 of the 102nd Legislature.
