Transfers work permit issuance authority from school district administrators to the Department of Labor and Economic Opportunity 18 months after the effective date (October 2, 2026).

Requires minors seeking employment to register with the department through a new online registration system that collects information about the minor, parents/guardians, and any physical limitations.

Requires employers to register with the department before hiring minors, including submission of employer contact information, work site addresses, names of currently employed minors, and a signed statement of compliance with all applicable laws.

Establishes a publicly accessible database of authorized employers (with employer consent) displaying name and address of businesses permitted to employ minors.

Allows the department director to determine employment compliance within 5 days of registration and authorize deviations from work hour standards, subject to parental consent rights and prohibition on employment between 12 a.m. and 5 a.m.
