Creates the office of the tribal legislative liaison within the legislative council to establish and maintain government-to-government relationships between federally recognized tribes in Michigan and the state legislature.

Tribal legislative liaison appointed by the legislative council from a list of at least 3 candidates provided by the United Tribes of Michigan or successor organization, serving at the council's pleasure.

Office staff includes the liaison and two tribal legislative policy advisors responsible for legislative and policy work.

Liaison must maintain relationships with each federally recognized tribe, visit each tribe at least once per year, provide guidance to legislators on tribal impacts, and deliver annual hour-long training to legislature members on consultation procedures and tribal history.

Office must submit written annual report by December 31 to the governor, legislative leaders, and all committee chairs summarizing concerns from tribal leaders during legislation development, with report posted publicly online.
