MI HB5608

Creates the Nuclear and Hydrogen Education Grant Program administered by the Department of Labor and Economic Opportunity to award grants to postsecondary schools establishing or expanding qualified education programs.

Defines "qualified education program" as an instructional program leading to a degree or credential supporting the nuclear or hydrogen industries, including skilled trades and engineering programs for electricity-generating facilities.

Requires qualified education programs to offer scholarship programs providing direct grants or tax credits to students who commit to employment at a nuclear or hydrogen-powered electricity-generating facility in Michigan for a minimum of 3 years after graduation.

Authorizes the department to promulgate rules and establish policies and procedures for program administration, applications, and grant awards in accordance with the Administrative Procedures Act.

Bill is contingent upon enactment of HB 5606 and HB 5609 of the 102nd Legislature.
