Creates the "Nuclear and Hydrogen Education Grant Program Fund Act" to establish a dedicated fund in the state treasury for awarding grants to postsecondary schools

Fund receives money and assets from any source, with the state treasurer directing investments and crediting interest and earnings back to the fund

Money in the fund does not lapse to the general fund at fiscal year-end and is retained for ongoing use

Department of Education administers the fund and expends money only for grants to postsecondary schools establishing or expanding qualified education programs related to nuclear and hydrogen industries

Takes effect only if both House Bill 5606 and House Bill 5608 are enacted into law (conditional enactment)
