Reduces the deadline for mental health professionals to release pertinent mental health records to child protective service workers from 14 days to 7 days after receiving a written request during child abuse or neglect investigations.

Replaces references to "family independence agency" with "department" and updates terminology from "shall" to "must" and "person" to "individual" throughout the statute.

Clarifies that physician-patient, dentist-patient, counselor-client, psychologist-patient, and other health professional-patient privileges do not apply to mental health records released under this section.

Extends immunity from civil and administrative liability to individuals who release mental health records in good faith under this section, unless the conduct constitutes gross negligence or willful and wanton misconduct.

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 5611 (tie-bar provision).
