Removes a December 31, 2006 restriction that prevented the Department of Environmental Quality from promulgating additional water pollution control rules after that date, allowing future rulemaking authority.

Requires persons that prepare biosolids and use sewage sludge or sewage sludge derivatives for land application to test for PFAS (per- and polyfluoroalkyl substances) before application and submit results to the department using EPA-approved multilaboratory-validated methods when available.

Mandates that persons preparing biosolids provide notification of PFAS concentrations to each landowner and farmer where biosolids are applied.

Directs the Department of Environmental Quality, in consultation with the Department of Agriculture and Rural Development, to promulgate rules under the Administrative Procedures Act to implement PFAS testing and notification requirements for biosolids and sewage sludge.

Updates references to Michigan Administrative Code sections and corrects grammatical language throughout the statute regarding water resource protection and sewage sludge management requirements.
