Prohibits local units of government from enacting or enforcing laws, ordinances, policies, or rules that limit peace officers or local officials from communicating or cooperating with federal officials regarding immigration status.

Requires local governments with existing sanctuary policies to bring them into compliance within 60 days of the act's effective date.

Allows residents of affected local units to bring civil actions in circuit court or file complaints with the attorney general to enforce the act, beginning 61 days after the effective date.

Authorizes the attorney general to investigate violations and bring enforcement actions in circuit court.

Requires courts to issue injunctions, order repeal or amendment of violating policies, award damages and attorney fees, and impose civil fines of $2,500 to $7,500 on officials who knowingly and willfully violate the act.
